Governance Before Growth

How HERO Evaluates Opportunities

Governance Before Growth means evaluating a parcel or project before making commitments. HERO’s review framework brings together mission alignment, available property information, feasibility considerations, and Red-Flag Review.

The review process

Clear information before the next commitment.

  1. Understand the opportunity.

Identify the intended use, available records, project goals, and fit with an approved HERO business model.

  2. Identify risks and unanswered questions.

Review available information for ownership concerns, restrictions, access limitations, zoning conflicts, environmental concerns, and infrastructure needs.

  3. Assess feasibility.

Consider whether the proposed use is practical and what additional information or qualified professional review is needed.

  4. Apply governance review.

Acquisition and development opportunities remain subject to completed Red-Flag Review, feasibility review, and the required governance approval before advancement.

HERO Red-Flag Review

Bring potential obstacles into view early.

HERO’s Red-Flag Review is designed to bring potential obstacles into view early. It considers property restrictions, environmental concerns, development constraints, and ownership or compliance issues. Identifying a concern is a reason to investigate further before a decision is made.

  • Property restrictions
  • Environmental concerns
  • Development constraints
  • Ownership and compliance issues

HERO Acquisition Principles

Seven areas of review.

The review considers available information and identifies questions that need to be resolved before an opportunity advances.

Ownership verification

Identify recorded ownership information available and flag possible disputes or inconsistencies for appropriate follow-up.

Title review

Flag possible liens, encumbrances, or restrictions in available records for appropriate professional follow-up.

Access verification

Consider road access, easements, and limitations that may affect the intended use.

Zoning review

Compare the proposed use with available zoning and restriction information; identify questions for the appropriate local authority.

Environmental review

Flag available information about floodplains, wetlands, brownfields, and other environmental concerns.

Infrastructure review

Consider utility availability, terrain, and other practical development constraints.

Governance review

Confirm that an opportunity fits HERO’s objectives and follows the required review and approval process.

Scope & limitations

Know what a review can and cannot establish.

HERO’s administrative review uses available information and identifies issues that may need further investigation. It does not replace legal advice, a title examination or title insurance, a survey, engineering analysis, environmental assessment, or determinations by qualified professionals and public authorities. Review does not guarantee acquisition, development approval, financing, or a project outcome.
